Cut the deficit, but not my programs

- Why can't we just be fair about all of this and cut EVERY SINGLE PROGRAM by the same percentage. That way...everyone shares the pain and no one does without entirely. This may be a simplistic approach...but it sure beats the hell out of some people/programs taking the full hit while others continue …
